What Is Point-of-Sale I&I?
Austin, Minnesota adopted a Point-of-Sale Inflow & Infiltration (I&I) Ordinance effective March 1, 2026. This requires a Certificate of I/I Compliance for all properties connected to the public sanitary sewer system at time of sale.

What is Inflow and Infiltration?
Inflow = clear water from sump pumps, roof drains, and floor drains entering the sanitary sewer during rain. Infiltration = groundwater seeping through cracks. Together they overwhelm the system.
Why is Austin enforcing this?
Austin's sewer system from the 1940s-60s wasn't designed for this clear water. During rain, flows jump 8x normal, causing basement backups and river pollution.
What if I have violations?

Do I need this for septic systems?
